TANZANIA’S JOURNEY TO SELF-RELIANCE: 25 YEARS OF THE NATIONAL DEVELOPMENT VISION

President of the United Republic of Tanzania, Dr. Samia Suluhu Hassan, has emphasized that Tanzania is richly endowed with natural resources that, if well utilized, can drive the country’s economic growth and development.

She made the remarks on July 18, 2025, during the official launch of the Tanzania Development Vision 2025–2050 held in Dodoma. In her speech, President Samia underscored that the new Vision prioritizes harnessing the country’s resources as a path toward sustainable economic growth and self-reliance.



President Samia stated that while aid and loans can play a role in supporting development, the top priority in the newly launched Vision is to fully exploit domestic resources to foster national development.



“Aid and loans can help, if used wisely, but our main focus must be to utilize our own available resources to develop our country. The ultimate goal is self-reliance,” said President Samia.

She further urged Tanzanians to embrace a mindset shift in line with the current global landscape.

“Tanzania must be part of the global shift in mindset—an intelligent transformation that aligns us with the world of today,” she emphasized.

The President also highlighted the importance of national unity in realizing the Vision, calling on all stakeholders—from government to the private sector—to act more and talk less.



“We aim to build an inclusive nation grounded in justice and development. In this 2050 Vision, let us do more and speak less. Government and the private sector must be action-oriented,” she said.

Touching on foreign policy, Dr. Samia reiterated that Tanzania will continue with its long-standing position of non-alignment in global affairs, even as other nations experience economic transitions.

“Tanzania will continue to uphold its foreign policy of non-alignment,” she affirmed.

Additionally, the President directed the National Planning Commission to urgently prepare tools and frameworks that will be used to track and measure progress in government development efforts.

“I direct every ministry to review and discard policies that do not align with this Vision. The Law Reform Commission should begin scrutinizing legal frameworks to support the Vision. The Planning Commission should outline a phased implementation plan. The private sector must organize itself to fulfill the goals and targets of this Vision,” President Samia concluded.
