HOW THE CCM 2025–2030 MANIFESTO AIMS TO EMPOWER ITS PEOPLE

The Chama Cha Mapinduzi (CCM) was founded on February 5, 1977, following the historic merger between the Tanganyika African National Union (TANU) and the Afro-Shirazi Party (ASP) of Zanzibar. Recognizing the value of democracy, the two parties later supported the adoption of a multi-party system in 1992, with the first general election held under this system in 1995.



Since independence and the Union of Tanganyika and Zanzibar, CCM has been the ruling party in Tanzania. In accordance with democratic norms, political parties in Tanzania present a new manifesto every five years ahead of the general elections.

The CCM 2025–2030 manifesto outlines key priorities for national development, should the party be entrusted with leadership again in the upcoming general elections expected in October 2025.

Chamber Talk Show brings you the 14 major priorities of the 2025–2030 CCM Manifesto, as presented during the party’s National Congress held in May 2025.

1. The ARENA – A National Entertainment Complex



With many youths engaged in creative industries like music and entertainment—including Singeli, Bongo Flava, and Dance—CCM has promised to build a state-of-the-art entertainment arena. Inspired by Rwanda’s success, this venue would serve as a hub for both local and international events. Renowned artists like Alikiba and Diamond Platnumz have long called for such an investment. Besides cultural enrichment, the arena is expected to generate substantial revenue.

2. 90% Access to Safe and Clean Water

Water is life—and CCM pledges to ensure that at least 90% of all households in the country have access to clean and safe water by 2030. They recognize that access to reliable water sources is fundamental to health and development.

3. Lowering Construction Material Costs



To support homeownership and small-scale construction, CCM plans to reduce the cost of building materials, making it easier for citizens to build homes and business premises.

4. Completion of Water Projects in 28 Cities

CCM also promises to fast-track the completion of major urban water projects in 28 municipalities to ensure consistent water supply across the nation.

5. Construction of a New Port in Bagamoyo

To enhance trade and logistics, CCM plans to construct a modern port in Bagamoyo, Pwani Region, capitalizing on Tanzania’s strategic coastline and maritime potential.

6. Completion of the Standard Gauge Railway (SGR)

The manifesto pledges the completion of the SGR from Dodoma to Mwanza, and also from Dodoma through Tabora to Kigoma, continuing the rail revolution that began with the Dar es Salaam–Dodoma segment.

7. Teacher Housing and Office Infrastructure

Acknowledging the challenges faced by educators, CCM plans to build more teacher housing and offices across the country, ensuring better working and living conditions for teachers.

8. Procurement of 8 New Aircraft for ATCL

To strengthen the national airline and aviation sector, the party intends to acquire eight new aircraft for Air Tanzania Company Limited (ATCL), improving air connectivity domestically and internationally.

9. Creating 8.5 Million Jobs

Addressing youth unemployment head-on, CCM promises to create 8.5 million jobs by 2030 through investments in agriculture, infrastructure, industry, and digital innovation.

10. Irrigation Farming Expansion – 5 Million Acres

To enhance food security and boost agricultural productivity, CCM plans to expand irrigation farming to 5 million acres, transforming agriculture into a reliable source of income for millions.

11. Rural Electrification

Building on the success of village electrification, the manifesto vows to extend electricity access to every hamlet (kitongoji) in Tanzania, ensuring that no household is left in the dark.

12. Farm Machinery Centers in Every Ward

CCM aims to establish agricultural machinery and tractor centers in every ward, giving farmers access to tools that can improve productivity and reduce labor burdens.

13. Strategic Road Construction Projects

The manifesto includes road infrastructure projects such as:

  • Igawa–Uyole–Tunduma (218 km)

  • Kibaoni–Majimoto–Inyonga (162 km)

  • Geita–Bukoli–Kahama (133 km)

  • Tarime–Mugumu (87 km)

  • Mabokeni–Maramba–Bombo–Mtoni–Umba–Same (278 km)

These road projects will improve connectivity and trade across regions.

14. Loans for Startups and Innovation

CCM intends to offer accessible loans to emerging companies and youth-driven innovations to empower entrepreneurship and economic resilience.

This is the 2025–2030 Manifesto of Chama Cha Mapinduzi (CCM)—a plan that seeks to empower, develop, and transform the lives of Tanzanians if the party wins public trust once again.
